The real kicker to that law is that someone who lives in NJ can’t carry in NJ(NJ is a won’t issue state) but could carry in NY on a Florida license. Anyone in the country with a valid CCW can carry in the “won’t issue” states except the residents!

You can't carry in NY with a Florida CCW (or any other non-NY CCW for that matter).
