Asked & Answered. You’re making a category error. Palin’s ACES legislation does not qualify as a winfall profits tax. It’s a production tax that rides independent of and prior to profits per se. See post #191 here for detailed discussion and several very good supporting links:

Careful with the CatError call SR, I spent a couple pages with a poster not too long ago telling me black was white on that subject. If he sees it used contrary to his interp, get ready for a war ;)

I see now that the lefty propagandists used the old 1984 new-speak on it. Not a "windfall profits" tax, but a severance tax (I think severance tax a better description as it addresses compensation for a deletable resource). LOL! We got those down here in Texas too.
