Not really. He authorized a committee to look into a system where Americans and Mexicans could use their own insurance in each others country. A lot of Mexicans go to Texas legally and do have insurance, and vica versa. But if you go hospital they won't take it. In any case the committee determined that there were too many legal roadblocks, and nothing came of it.
