I don't speak, read or write Russian, but I believe the poster accompanying your reply is an attack on the "rich". A kulak was a farmer characterized by the communists as too wealthy. I believe the "villain" in the propaganda poster was a kulak.......

The communists killed or enslaved the kulaks and put the peasants in charge of the farms. The peasants lacked the know-how of making the soil and animals productive...........translation: mass famine..........

The peasants thought that the commies were doing them a favor.........they were just being used and controlled........like you said......

You are referring to zoning laws. These do not limit your right to own a cow, merely where you can possess it. There are no zoning laws that limit your right to own.
