Cain: House Republicans should fund FEMA now, worry about offsets later

Republican presidential candidate Herman Cain — fresh off a surprise victory in the Florida straw poll that has re-energized his campaign — broke with House Republicans on Monday and urged Congress to fund the Federal Emergency Management Agency's disaster-relief program now, regardless of whether they can tie budget offsets to the bill.

"I would make sure that FEMA got the money it needed, and if I had to go find the offsets later, go find it later. Stop playing with people's tragedies — these are real people we’re talking about," Cain said on CNN.

Cain argued that keeping the disaster programs funded now was more important than finding the immediate cuts, and suggested an agreement that would keep the program from becoming a "political football."

What it actually does is to increase overall costs on everyone by hamstringing industry, adopting one-size-fits-all regulation

Actually, it's worse than that. Regulations are designed for all sorts of purposes, from picking winners and losers in the marketplace to sweetening out bond purchases so that the Fed can keep robbing domestic holders of hard assets "without consequence." It's no accident that the bulk of our environmental laws were instituted immediately after the collapse of the Brettonwoods agreement.

I haven't read your book yet, but I take a Coasian approach: the best way to internalize costs that are now externalized is to expand the institution of private property rights.

Correct, within limits. The rule of law is important with regard to contracts, articles of incorporation, and rigorous prosecution with heavy penalties for fraud. This is where Natural Law competition comes in, as people in different places impress different evaluations upon their particular attributes.

He is not saying we shouldn’t scale back FEMA! He believes in vertical and deep cuts for ALL these programs. He agrees with the GOP offset plan, just believes there is a better way to do it.

And, just to be clear he said to fund FEMA “IF IT MAKES SENSE TO DO SO” but don’t politicize tragedies.

The problem with deferring cuts is that we know that deferred cuts never happen. In fact, not only should the cuts be front-loaded, they should be made at a 2-1 ration to additonal spending.

If he weren’t black, his resume would put him right up there. He started out as batboy, made the majors, and has ended up at third base. Romney, by comparison, , was born on first base and has moved to second.

FEMA has encouraged many people to build where they shouldn’t. And the way they should. In Louisiana several years ago, I was driving in an area where the older houses were built up on piers. The Newer ones were on top of small fills, but no where near as high. The difference? They could take a risk because of FEMA.

In a sane world Cain would be right.

But inside the beltway doesn’t qualify as part of the sane world.

A reasonable proposal such as the one he makes is seen as a sign of naivete and weakness.

Sad to say, if Cain was elected president, the professional pols in Washington would strip him to the bones before the week was out.

Recall how Dubya went to Washington with his “Compassionate Conservatism” thinking he could get democrats to act humanely and professional by cooperating and compromising with them.

They took what he offered, stole everything else they could, then defecated on the carpet on the way out the door where they proceeded to call him foul names and laugh at him for being weak.

He never did learn - even after eight years he still let them walk all over him. Maybe he was just a nice guy but if so, it worked against him.
