House Republicans are going to call for a special counsel to determine whether Attorney General Holder perjured himself during his testimony to the House Judiciary Committee on Operation Fast and Furious That's a pretty limited mandate.

Wouldn't Holder have to approve of this operation from the beginning, since he is the attorney general that has authority over the government legal matters? And since he knows about the operation, wouldn't he have to get obamma’s approval, since he reports to obamma? So obamma would have known about it from the beginning?
Are they going to say this was a rogue matter, outside of their oversight?
