Cain was working for the department of the Navy then.I know some truly brilliant engineers who worked as civilian employees of the military during Vietnam. They later worked at NASA, but quit before the current leftist NASA management took over.
I asked one of them them about Gene Krantz, Flight Director for Apollo 13. He said "On a good day we called him a jackass."
