Texas Border Security: A Strategic Military Assessment
American Digest ^ | 10/6/2011 | General Barry McCaffrey and Major-General Robert Scales

Posted on 10/07/2011 11:00:27 AM PDT by mojito

From the Executive Summary:

During the past two years the state of Texas has become increasingly threatened by the spread of Mexican cartel organized crime. The threat reflects a change in the strategic intent of the cartels to move their operations into the United States.

In effect, the cartels seek to create a “sanitary zone” inside the Texas border -- one county deep -- that will provide sanctuary from Mexican law enforcement and, at the same time, enable the cartels to transform Texas’ border counties into narcotics transshipment points for continued transport and distribution into the continental United States.

To achieve their objectives the cartels are relying increasingly on organized gangs to provide expendable and unaccountable manpower to do their dirty work. These gangs are recruited on the streets of Texas cities and inside Texas prisons by top-tier gangs who work in conjunction with the cartels.

First you build a real fence and then you have a boarder to guard.

Give the cartels credit. They are controlling the border. Both sides. Where are all those trigger-happy Minutemen we used to hear about?

This cannot be true.

Janet Napolitano told me that the border was secure.

Is anyone suggesting she would lie?

I haven’t read the report yet, but this link is the complete 182 pages of it. The map does not include the biased caption.

Gee, I wonder why Israel has yet to build a fence on the River Jordan...

I suggest that everyone read this report:

http://www.texasagriculture.gov/vgn/tda/files/1848/46982_Final%20Report-Texas%20Border%20Security.pdf

It was written by two military experts who have significant experience. The report seems long, but one can get the meat of it on pages 9-15.

Note the recommendations.

Yeah, most of them are former US military and certainly patriots. The knee-jerk label of “trigger happy” led them to avoid the public’s attention.

Thank you for this report from two qualified authors.

From the report:
“Crime, gangs and terrorism have converged in such a way
that they form a collective threat to the national security of the United States.”

Hey, Brock, Janet, Republican politicians - are any of you paying attention?

If so, why are you not effectively addressing the issue? We are facing a national security threat, how about no federal monies whatsoever for any sanctuary locale?

In addition, it is interesting to search the word “fence” in this report. A fence is not the magic bullet in any portion of this report.

Hey, Brock, Janet, Republican politicians - are any of you paying attention?

They're busy enough on the Canadian border: Official foolishness - fencing the U.S.-Canada border The United States is now flying predator drones along 1,000 miles of border between Eastern Washington and Minnesota, and 185 miles of the Canadian border around Lake Ontario.

Thanks for the Texas Border Security post. It appears to be a perfectly common sense solution -- lacking only effective federal support in order to work.

I note with interest that a "fencing the river" is not mentioned among the recommendations. It apparently didn't even bear consideration.

Blocking off access to water to a semi-arid area -- and essentially leaving the country on the other side of the border with unimpeded access and de facto possession of the river -- makes no sense whatsoever.

On the other hand, enhanced communications and intelligence collection, technology and armed outposts make all the sense in the world.

True, there is a fence on the very brief Israeli-Jordan border (approx. 12 mi.). But there is no fence on the River Jordan between the Occupied West Bank and Jordan -- which constitutes most of the course of the river (another 48 miles).

Instead, there is an unimproved road and frequent armed outposts -- which seem sufficient to the task. As a consequence, access to the river is not impeded. Nor is the river left as a de facto possession of the country on the opposite bank.

LOL, yourself.

The knee-jerk label of “trigger happy” led them to avoid the public’s attention.

As is expected when the POTUS comes out and publicly calls them vigilantes.
