The drug, known as crocodile, is synthesized from codeine and has been commonly used by as a substitute for heroin in Russia for the last few years. But its effects are much worse some users have their skin peel off and parts of their bodies become gangrenous.
After they begin using, addicts typically have a life expectancy of just a few years.

I am trying to think of an adequate punishment for possessing this drug. $100 fine? Probably not enough. 6 months in jail? Probably not enough. I think as punishment for using this drug, they should have the skin stripped from their forearms. On second thought I bet that would not even be enough.
As far as I know, while there were no prohibitions of any sorts, God did not excuse behaviour due to being under the influence.
You think this would be a deterrent? This is what drug dealers and kingpins face every day from rival drug dealers. This is why drug kingpins live in compounds and surround themselves with bodyguards.
You are not describing what is necessary to fix the problem. You are describing the status quo.
Now, ask that same kid to go get you beer.....he will have a VERY difficult time.
It is MUCH easier for any teenager to get drugs than it is to get beer...because beer is legal and regulated.
So, as with ALL "liberal" thought, you accomplish the EXACT OPPOSITE of your intent with your nanny state solutions.
And, this doesn't even include the lost tax revenue.
The War on Some Drugs is about the most evil "war on" ever devised. And, furthermore, anyone who supports it is one of Lenin's "useful idiots" - fighting AGAINST freedom "for the children".
Can you imagine being the poor lawyer who has to defend a product liability lawsuit on Krokodil? "Well, yes Your Honor, my client's product did rot the plaintiff's flesh, cause gangrene, and premature death, but the plaintiff in this case was warned in advance..." Even conventional heroin has too much liability to make it defensible in court.
So drug producers and suppliers will still have to operate in a black market, so they can remain anonymous to their customers and thus free from liability. Legalization will change nothing.

Perhaps a warning label would solve that problem.
In the case of “krokodil”, I propose the following;
Caution. Use of this product may cause dependency, serious internal and neurological damage, catastrophic epidermal damage, and death. Use at your own risk: producer assumes no liability for damages or death which may occur.
Maybe accompanied by the photo of the young lady (?) whose arm looks like a chicken drumstick after a chihuahua got hold of it.
During the prohibition, people risked being blind from an inept stiller who produced methanol instead of ethanol.
With alcohol legalized, how many cases do you hear about people going blind from illegally run stills?
There will probably always be illegal drugs, but at least by regulating them we can ensure that minimum harm is done.
It would also free up resources to go after the worst of it, which should drive the costs of these drugs to unaffordable levels.
So, in addition to alcohol, what other drugs would you add to the "legal" list?
But that ignores the rebellion factor. These kids want the forbidden fruit. So legalize heroin and look at what they come up with....its dangerous, but the high is soooo much better than the legal stuff.
If you legalize everything in existence now, the producers/cartels are not going to all become legitimate, decent businessmen.....they are going to move into someting else.
How can anyone think that legalizing a drug that eats away your flesh is a smart idea? How far do we go in legalizing stuff?
The real joke is on all of us. While some promote legalization, they are banning salt in restaurants.

It just gives the socialists the ability to control your life from common salt to flesh-eating drugs.

You anti-freedom, anti-Constitution types are even more insane. And you're dangerous.
Legally speaking, there are some things that are just too dangerous to be handled with a warning label.
If I designed and constructed a roller coaster to run off the edge of a cliff and kill all the occupants, no amount of signage saying "WARNING: CLIFF" will suffice.
Look at the amount of warinings you have to have on a ski lift or a pack of cigarettes, and these things don't kill people by design, or at least don't kill them quickly. But heroin will kill you in a minute, and it kills people every day. And this Krokodil stuff, if it is as bad as they say, winds up killing just about everybody, in a relatively short amount of time.
Not necessarily specific drugs. Just ones that don’t leave you horribly addicted or rotting after that high.
And yes, this drug has been around a while. Note, that this was concocted as a pseudo-heroine because of the illegality of actual heroine.
Same for meth.
And "bath salts", and X, and "incense", and ...
Meanwhile, non-drug users like me can't buy certain weighlifting supplements or Tylenol3 like they can in almost every other Country on the planet.
