WH shutting down TV and radio for 3.5 minutes on 11/9

Does anyone know anything about the announcement that the White House (our Dear Leader) will shut down TV and radio for 3.5 minutes on the 9th? The emergency broadcasts last only 60 seconds...why does Obama want three and a half minutes? That's an eternity in broadcasting. Did he get possession of "the button" to turn off all communication?

People were talking about it yesterday here; the consensus was that this is the best obozo and his crew can do to screw with Rush and the conservative movement - show ‘em who’s boss ... it could easily have been scheduled for 2AM but then no one would notice, and this way ...

I think a normal one is two minutes, so they need to test to make sure that the radio and TV stations' automatic equipment see this as a national emergency message separate from a normal emergency broadcast, thus they have to go longer. If the announcement is cut off at two minutes, then the stations know they have something set up wrong.

I understand the next GOP debate is on 11-9 on CNBC taking place in Michigan. Maybe he wants to shut them off.
But a week or so ago I saw an announcement about this on TV. It is going to be Nation Wide.
My guess is Obama is cuing up to declare Marshall Law when the time comes and they want to test that the WHOLE nation will hear it.
