ICE blamed for Texas parolee law delay
Houston Chronicle ^ | October 29, 2011 | SUSAN CARROLL

Posted on 10/29/2011 11:55:39 AM PDT by Cincinatus' Wife

The state has been unable to enforce a new law designed to increase the deportations of illegal immigrants from the Texas prison system amid concerns that federal immigration officials are unprepared to handle the anticipated influx of convicted criminals, state officials said.

Under the new law, which was scheduled to take effect Sept. 1, state prisoners who are granted parole and turned over to Immigration and Customs Enforcement officials must either be deported or leave the country voluntarily - or risk being returned to state custody to serve out the remainder of their sentences.

The law was crafted to address a vexing problem identified by the Texas Board of Pardons and Paroles, which reported granting parole to some illegal immigrants and turning them over to ICE - only to later learn that they were not removed from the country, said state Rep. Jerry Madden, R-Plano.

...ICE union officials said part of the problem lies in a shortage of immigration judges assigned to hear cases in Huntsville. The immigration court system is run by a separate agency, the Executive Office for Immigration Review, which declined comment on Thursday.

Rissie Owens, chair of the Texas Board of Pardons and Paroles, said that unless ICE has finished its removal proceedings, board members can't be sure that "those they vote to release are actually deported and not released into our communities where they may be a threat to pubic safety."

ICE data shows that roughly one in five of the 5,000 illegal immigrants discharged annually lacks a final removal order clearing the way for deportation.

...Under the new state law, ICE can no longer release detainees with criminal convictions, and instead must either remove them from the country, house them in its own federal detention system or return them to the custody of TDCJ.

Ricky won't quit the race (voluntarily)-----he's too vain to admit defeat........

Yeah---vote-crazed Rick's living on hope---plus Mexico's promise to fix the election for him in exchange for billions in foreign aid from a (gag) Perry WH.

==============================================

The self-absorbed powermongering dud may not quit of his own volition....but voters are showing him the door whenever they get the chance.

Whoever thought up Rick's newest ploy---avoid debates at all costs---is looking at a quick trip out of campaign hdq, as well.

Kinda reminds me of the losing 2008 strategy used by Ricky's pal and business partner----Rooty Giuliani----who is in the same mold as La Raza Rick---maybe even moldier (/sarc).

Rooty was on all fours, all puckered up, sucking away at hyphenated voting blocs and declaring he was not going to enter early primaries and caucuses-----AT THE SAME TIME Giuli entered and lost every single one held.

Giuli said he was "saving himself" for Florida----so he campaigned there 63 days straight and came in a distant third.

Ricky, like Rooty, forgot you have to have delegates to stay in the game. Rooty spent millions----and was forced out b/c he had no delegates.

Perry insists he's a "real conservative"....... but blaming everyone else but himself for his serial gaffes is straight out of the Liberal Playbook.

La Raza Rick won't take responsibility.

Illegals in Texas? Feds fault.

Affirmative action for illegals? State's Rights.

In-state tuition? His unbigoted heart is in the right place.

Parolee delay? ICE.

Gardasil EO? Merck Big Buck contributions made him do it.

” Have you noticed how Perry is pulling a page from Obama’s book? He’s blaming everyone else BUT himself! Illegals in Texas? Feds fault. Affirmative action for illegals? State’s Rights. Parolee delay? ICE. Gardasil? ‘I hate cancer’. “

Oh HECK yeah, I noticed : )

Have you noticed how Perry is pulling a page from Obama's book? He's blaming everyone else BUT himself! ... Gardasil? 'I hate cancer'.

Really? So if I said I support the chicken pox vaccine because I hate red itchy bumps, am I blaming someone else? I'll give you the other examples, but really you hurt your credibility with something like this.

Oh please. Even Perry himself admitted in August he didn't do enough research on it. Spare me the righteous indignation.

This is just another nanny state overreaction, period.

He’s pulling a lot of pages from the Obama book.

Spare me the righteous indignation.

You're projecting. I simply pointed out that saying "I hate cancer" isn't blaming someone else. You were wrong.

This is just another nanny state overreaction, period.

So how do you feel about the Hep B vaccine?

Perry's reasoning of 'I hate cancer' is nanny state alarmism at it's finest. And by using other vaccinations as justification is the same old liberal tactic.

Not falling for it. But its a shame you have.

Instead of going after those who oppose your boy, why don't you go after Ricky for enacting a knee-jerk law, and then admitting didn't do enough research? Why don't you ask him to repeal the law?

I’ll take your post as an admission that saying “I hate cancer” is not blaming others.

‘I hate cancer’ is blaming cancer for a stupid decision. Get it? Good.

Your logic is pathetic. Saying I hate cancer to support a decision is not blaming others for my decision, any more than saying I hate wealth redistribution as a justification for tax cuts blames others.

Get it? Good.

Riiight. Keep projecting, Sparky. And keep supporting nanny state, alarmist liberal tactics. I’ll support conservatism EVERY TIME.

BWAHAHAHA! Now you’re just silly. I’ll explain this slowly. Saying “I need to give instate tuition to illegals because of ICE” is blaming others. Saying “I support vaccines to prevent cancer” is not blaming others, any more than saying I support tax cuts because I dislike wealth redistribution blames others. If you can’t make the distinction and admit you’re wrong, we’re done. I don’t waste time with people unable to admit they or their preferred candidate is wrong.

Which is why you’re sticking your head in the sand for Perry??? HAHAHAHAHAHAA. You’re pathetic. You can’t tell the difference between conservatism and nanny state liberalism. How sad for you.

You argue like a liberal. When confronted with your own error, you change the subject while pretending you were right all along.

Your original point was that Perry blames others for his decisions. I agreed that blaming ICE or fed gov for his immigration decisions is blaming others. But no rational person can say "I hate cancer" is blaming others for the Gardisil decision. Your claim is ridiculous, no different than claiming that support for the chicken pox vaccine because of a dislike of itchy red bumps is blaming others.

When faced with your error, you then changed the subject and started arguing that it was nanny-state liberalism as if that was your point all along. It wasn't, and don't try to pretend it was.

Laughable, considering you're supporting a man who governs as a nanny stater. Playing on people's fears (cancer) is the lowest of the low, and straight out of the liberal playbook. If Obama did this, you'd be screaming your head off, and you know it.

Why don't you explain to all the conservatives here what exactly is conservative about mandating gardasil.

I’m having trouble keeping track. First it was preventing cancer is blaming others. Then it was preventing cancer is nanny-statism. Now preventing cancer is playing on people’s fears. Thank you for once again proving that your original point was incorrect and you can’t defend it.

I hate cancer and that’s what this has always been about for me. I made a mistake in the way that I took this forward,” he said. “But nothing’s changed in my life from the standpoint of giving people the opportunity to conquer a disease that is impacting so many people in our country.” ~ Rick Perry

IOW, I'm stupid for not researching it, but you're heartless and must like cancer if you oppose the law.

Thank you for once again proving that Perry’s decision had nothing to do with BLAMING OTHERS, which was the whole point of your original post.
