Adjusted for population, the abortion rate among black women is roughly triple the national average. Citing Centers for Disease Control and Prevention statistics, Cybercast News Service reported that African-Americans account for 36.5% of the nations abortions while making up 12.6% of nations population.
Views among African-American leaders on abortion are split.
President Barack Obama is a long-time advocate of abortion,who in the 2008 said he did not want to see his daughters punished with a baby if they became pregnant at 16.
Republican Herman Cain is against abortion under any circumstances. He has attacked Planned Parenthood, the nations largest chain of abortion providers, as targeting and marketing to black women.

The obvious question is:
“Is this due to the easy availability of abortions in Black neighborhoods, or is this due to the inability of Black ‘mothers’ to make wise decisions?”
Or, is this a nefarious plan to reduce the number of blacks, or is this simply a response to a market demand? I suspect the latter.

Why hasn't this same state destroyed Asian, European, Hispanic and other White families? If the root cause is truly the Welfare system; one would expect similar reactions across all races and cultures, wouldn't you?
I submit that the root cause lies in 'Black Culture', where they worship living the 'Gangsta' and 'Thug' lifestyle, where 'Ho' is a compliment, getting away with a crime is something to be admired, and continual discontentment is maintained by claming 'victimhood'. This culture requires no effort, no education, and no effort to actually 'earn' money - emphasis is placed on remaining ignorant, and getting everything 'free' that you can - whether it is stolen, or a welfare check, makes no difference at all.
You don't see this same of 'ethics' in many Asian, European, Hispanic or othe White cultures. In these cultures; the concept of 'honor' actually has meaning, however this concept is dimminishing in the Hispanic culture in the past generation.
The culture to which you refer actually came after the welfare state,
and I believe the left intentionally targeted the black population (community organizers or whatever they were called back then) for dependency, because they viewed them as inferior sub-humans incapable of thinking for themselves.
The culture I'm referring to is alive and well in Kenya and a large portion of Africa. Not much Welfare going on there. It's not unique to America - you see it in Nigeria, Haiti, and pretty much anywhere you find a large Black population. It's a culture of laziness and victimhood.

There is a real divide there.
It’s not hip-hop, per se; it’s an attitude of selfishness above all else. Worship of force, violence and theft, gang affiliation ahead of morals or ethics. Where people flock to warlords, whether they be a local gang, or a regional military force.
Where predatory behavior is considered strength and a virtue, where ‘honor’ has no meaning at all. Nigeria, Zimbabwe, Haiti, Somalia, South Africa, Sierra Leon, Nambia, Liberia, Jamacia, Ghana - the list goes on and on. Want to see desperation, poverty, misery and oppression? Take your pick. Despite international aide, none of these countries has ever advanced itself; the aide has been stolen by anyone with the means to steal and hold the aide; no consideration is given to help the less fortunate. Never has happened, never will.
When you mix a culture that worships laziness and selfishness and mix it with a Gov’t program that promotes dependance without self-reliance; you will have a natural melding of causes.
But, it’s not the Welfare state that is the root cause; it’s a Black cultural issue.
Perhaps their reasoning goes beyond something like future votes.
They didn’t mention the white numbers or latina numbers. I would guess that whites also are over represented in the abortion numbers and that latinas have an extremely low number of abortions.
Could it be that black girls have more abortions because they are more sensitive to being labeled “welfare mom”? THat is the stereotype, isn’t it? When people say “welfare mom”, I don’t think they have a mental image of a mexican girl.

The incentives were switched. Under the old welfare system a child had to be produced every few years to keep checks coming in without requirements to get a job. Under the new system - which is Social Security 'disability', the first child gets a nice increase, the second child not so much and zero increase for the third and later children. Reformed welfare is the short term solution - it requires the cooperation of the recipient - and is mainly used now for people who really do need short term help - and want to resume a normal life as soon as possible. Disability is the current long term welfare solution. Unfortunately it'll destroy disability for the people who really need disability...
My good friend's parents were missionaries on the East Coast of Africa... I forget which one. When they arrived it was a French Colony, but after they had been there for two years the people voted for their independence. He said that for a time there was a very festive atmosphere, but within a short period of time the entire infrastructure broke down. Money that was suppose to go for road maintenance for instance was embezzled by corrupt officials and the road graders and tractors were just parked and the jungle quickly grew over them. He said within two years there was hardly a passable road in the country.
One time my wife and I were with him waiting at the ferry terminal and there was a group of threatening looking black youths ahead of us playing loud obnoxious music. He started getting pretty worked up saying, “There they go again”, playing their loud “devil worshiping music” and “dancing around a fire”. It was like he was having some sort of post traumatic stress flash back. He said that the music took took him back to Africa.
So I don't know much about this stuff, but my friend who has lived both here and in Africa seems to agree with your assessment of traditional African culture. He still belongs to a church that sends missionaries overseas. It is dangerous work, but my friend still believes that it is worthwhile and that they have a positive impact n more than just the spiritual realm.
