What Gingrich ACTUALLY said was that Paul Ryan’s Medicare Voucher plan was right wing social engineering and no more desirable than left wing social engineering.

The Ryan voucher plan was to REQUIRE (mandate) health insurance (for seniors) and the government would then give vouchers based on need. These vouchers would stay at the same dollar level even if medical costs went up over time, thereby forcing seniors to use more and more of their resources to pay for medical care.

Does that sound like social engineering to you?

I believe you are in error about "requiring" health insurance. My understanding is that the budget proposed offering vouchers to seniors and letting them pick which insurer they wanted.
