BETTENDORF, Iowa - An early copy of Republican presidential candidate Rick Perry's government reform speech shared with the Des Moines Register shows the Texas governor is planning to propose widespread changes for the federal government, including term limits on federal judges and Supreme Court justices, a part-time Congress, and laws criminalizing insider trading.

The governor first previewed the reforms in a speech Monday evening at an event by the Scott County Republican Party, where he said, "Washington doesn't need a new coat of paint, it needs a complete overhaul." Today, he will deliver the details of his plan in a speech at the Schebler Manufacturing facility.

CNN was to cover it and dropped it from their Internet line up and then cut in late on their on-air show and then cut away as Gov. Perry began to outline his proposal. Here is the plan just up on his website:

I like the part-time Congress - that is how it was supposed to be. I’d like to get back to state legislators electing Senators to represent the state’s interests.

I’m for voting out bad Judges but wouldn’t there need to be a change in the Constitution to do this? I believe they hold office “during good behavior”. I would argue trying to write laws from the bench is “Bad Behavior” but probably wouldn’t get far....

He flew a C-130 during the 5 years he was in the Air Force and he's traveled the world as Gov. of Texas. He's been the Chair of the RGA for 2 terms.

Now forgeting what 3 federal agencies you would elimante tells everyone that it was NOT your idea. He memorized it and can’t even do that. The guy is an embarassment and cannot debate in his own party. Thus, the 7% poll rating.....

“Perry = Done... Stick a Fork in him... It’s over”

I would like to see Republicans campaign for America, and not just a job. That campaign for America would include sharing ideas, melding ideas, coming up with the best ideas for America. George Washington was a doer, Thomas Jefferson was a thinker - we needed both of them.

Federal workers would suffer a similar, if less severe fate: Their salaries would be halved until the budget is balanced.

So Perry is going to tell some poor E-5 on his umpteenth tour in Afghanistan that the wife and kids back home will have to get by on half his former salary?

Perry 's detailed proposal to remake federal government?..........

Sounds more like Perry's next Top Ten for Letterman.

Trying to turn the US govt around is like steering a battleship with a canoe paddle. Nobody but nobody can make those kind of changes----especially a nobody like Perry.

Oh wait----Perry will probably have help to bring down the US govt....... from Mexico, the Third World, China and Islam. Foreigners that "helped" Perry bring about the Texas Miracle.

ROTFL.

==========================================

This is nothing but an intensive focus-grouped list to divert attention from Perry's flops, fits and starts.

==============================================

I just can't wait to see Perry's million dollar Fox ad buy----the more he smirks at voters, the faster his numbers fall.

And why does Perry want to get rid the National Weather Service anyway?

HUH?

.............."When the Department of Commerce was first created by Congress in 1903, it was actually called the Department of Commerce and Labor; the Department of Labor was spun off as a standalone agency 10 years later.46 Since 1903, numerous programs and smaller departments have regularly moved in and out of Commerce. The Patent Office was transferred from the Department of Interior to Commerce in 1925. In 1940, the Weather Bureau was moved from the Department of Agriculture to Commerce. The Bureau of Air Commerce, which assumed the responsibility for air traffic control in 1936, became the Civil Aeronautics Authority in 1938 and in 1958 was transitioned to what is now known as the Federal Aviation Administration (FAA); FAA is now part of the Department of Transportation.47"

Consolidation and reorganization are nothing new to the Department of Commerce, as evidenced by its history over the past 100 years. Just as private companies must adapt with the times, so too must government agencies be willing to change when necessary.

Although the Department of Commerce states that its current mission is to promote “job creation, economic growth, sustainable, development and improved standards of living for all Americans,” its primary activities include statistical analysis, weather monitoring, fisheries oversight, and patent enforcement.48 Those may all be worthy activities, but they do not represent a coherent, focused agenda. To allow the federal government to focus on the activities enumerated in the Department of Commerce’s mission statement, the Department of Commerce should be eliminated, and any vital programs should be transitioned to other agencies with more expertise and better alignment with a specific program’s core mission.

For example, the National Oceanic and Atmospheric Administration (NOAA) should be pared down and moved out of Commerce and into to the Department of Interior, which has extensive experience overseeing natural resource management. The U.S. Census Bureau and U.S. Patent and Trademark Office should be converted into standalone agencies, reflecting their unique Constitutional mandates, while other statistical organizations should be transferred to the Departments of Treasury and Labor. The numerous trade-related organizations within Commerce, including the International Trade Administration, should be transitioned to and placed under the authority of the Department of Treasury. Programs targeting small businesses should be transitioned into the Small Business Administration. The Economic Development Administration should be phased out entirely, as proposed by President Ronald Reagan in the 1980’s.

The Department of Commerce maintained an over $9 billion budget in 2010, but the largest portions of the budget are directed at regulating oceans, managing fishing industries, and monitoring weather patterns – functions that do not mandate and independent department..................

Department of Education......More
