BETTENDORF, Iowa - An early copy of Republican presidential candidate Rick Perry's government reform speech shared with the Des Moines Register shows the Texas governor is planning to propose widespread changes for the federal government, including term limits on federal judges and Supreme Court justices, a part-time Congress, and laws criminalizing insider trading.

The governor first previewed the reforms in a speech Monday evening at an event by the Scott County Republican Party, where he said, "Washington doesn't need a new coat of paint, it needs a complete overhaul." Today, he will deliver the details of his plan in a speech at the Schebler Manufacturing facility.

*** Trying to turn the US govt around is like steering a battleship with a canoe paddle. Nobody but nobody can make those kind of changes----especially a nobody like Perry. ***

Not mention that some of his *grand plans* call for Constitutional Amendments.

Plus the last politician that dared to mention reigning in 'activist Federal Judges' was Tom Delay -- who actually had the Constitutional authority to do so -- and look what happened to 'The Hammer' after that.

And Perry sure as heck ain't no 'Hammer'.

It’s not just anti-Perry trolls that infect FR, it’s anti-ANYONE trolls.

Some days I feel like we, as a group, are the greatest gift that Obama and MSM could ever desire.

I suport Newt, not Perry. The attacks have been relentless and I know that they will get far worse. Heck, if you don’t support Cain in every possible way, you stink and are promptly attacked. We are eating ourselves and I have no idea how it could be stopped.

Of course, right or wrong, after you have been attacked enough, you tend to attack back... a circular firing squad. That is the way it is for me. I refuse to be quieted by these twisted folks. Oh well, it is what it is.

Well, I guess it’s is called a blood-sport for a reason.

Good luck with you candidate and remember—vote for Newt. LOL

While I do not agree with you, there is one thing that stands out—you will never give up on your guy. ;>)

Seven or eight posts from you on this thread, alone. Governor Perry must be right up there on top of your worry list.

I can’t help but wonder how long it will be before Cain’s poll crash goes down far enough to tie with Perry....

....”In Washington, House Minority leader Steny Hoyer, D-Md., questioned the seriousness of Perry’s proposal and suggested the Texas governor was pandering to his tea party supporters.

“Is this a serious proposal he is making for a country that has very high unemployment, whose budget deficit is larger than it has ever been in history, where we have two wars that we are confronting and trying to bring to a conclusion?” Hoyer said. “If this is what he thinks is pandering to the tea party, it is not in my opinion speaking to the issues that the American people feel are very, very critical to them.”

This would be the change we've been calling for, right? Are you happy with the growth in power and spending in the Federal Government? A 14% growth in *numbers* of Executive Branch employees since 2007, alone? (along with the salary increases that Obama gave out to the White House staff.

Or Federal spending that grows this fast:

Or, how about a professional Legislature that gets paid nearly 4 times the average American income?

Even if the President is only able to cut the budgets of the Executive Branch, that's more than any other candidate is proposing.

His standing in the polls negates nothing of what I said. Besides, it’s only a matter of time until Cain, who is already falling precipitously (down 11% in the last month), will be close to Perry in those polls.

“LMAO! My Peril??? You Perry clowns need to come THINK and come up with something original. Instead of following all the time.”

“Surrender DOROTHY!” Was taken, so they cam eup with “At your peril!”

Then again, maybe they’ll just inject your kids if you don’t get in line. Just be sure to bring your $5,000 check!

Thanks for the ping, Liz. You’d think that people would know to reject Darth Borderless but apparently these few lucky (mosly) ladies want their Supreme Galactic Emperor with a Texas twang.

I thought Rick Perry was a lot smarter than this. His ideas to change Congress...can't happen without Congressional approval.

His ideas about the judiciary and federal judges...would require Constitutional amendments approved by 75% of the state legislatures.

Maybe he's not dumb and is just hoping he can say this stuff and nobody will look too deeply.

Either he didn't realize this and it makes him dumb as a bag of rocks, or he's counting on people following this to be dumb as a bag of rocks.

And I like that he pretends he can get Congress to cut their pay and budgets. That's cute.

How often have we heard candidates say, “I will repeal Obamacare,” even though the law is written so that it requires a super-majority to even debate it?

Even if the President can only change the spending and salaries in his own Executive Branch, this plan is more than anyone else has come out with.

We know that a good strong Congress could achieve quite a bit of this, in order to make our Government stronger and live within its means.

The Balanced Budget act has strong support in the States, with 28 States asking for a Constitutional Convention for the Amendment. http://www.sweetliberty.org/standing_calls.htm

Back in 2004, a poll showed that the majority of Americans wanted to change the life tenure of Federal judges.
