It's right beneath the affirmative clause. It clearly states that the Federal Government can go into schools and tell them what they have to teach, and it can tell employers that it doesn't matter if someone is unqualified for a job, they have to recruit, hire, and promote people no matter how incompetent they are.

If Happy Valley can’t get its act together then yeah someone else needs to step in otherwise this basically create an another zone where the connected can do whatever they want to whoever they want.
I’ve lived in that kind of zone and that was beyond idiotic,the way Judges and policemen would just collude with whoever needed to be kept happy at that very moment.
