In NY state, I predict, your CC license from Utah would be respected. However, you would also need a pistol permit from NYS to possess the pistol you could legally carry. In NYS, there are “restrictions” indicated on your pistol permit that describe the situations under which you can legally retain your pistol. For example, you could have a permit that does not restrict target shooting but would not allow concealed carry. This new law would remove that restriction in NYS for a Utah permit holder, however, you would still be in violation of NYS law because you do not have the permit to have the pistol in the first place. The law would simply remove one charge, that of concealing your illegally-owned pistol.
The proposed law is a good step forward. Yes, it would be nice if this basic human right was not infringed by the states and the fed gov’t but a great many infringements have been codified and the road to good gov’t is not going to be easy. This is a positive step on that messy road.
