Seeing Cain embracing passing the buck even before winning the GOP nomination is a sure sign of weakness, and it is a strategy doomed to fail. In Cains world, its OK to have bureaucrats decide - state by state - whether to deport people or allow them to remain stateside ("amnesty," or whatever word he prefers to use).
And even if adopted, 50 states with 50 individual bureaucratic systems giving inconsistent decisions invites a legal nightmare. Welcome to endless lawsuits making all sorts of claims based on equal protection. The buck sure didn't stop here!
