An off-duty New York police officer helped subdue and arrest a passenger who allegedly punched a flight attendant and assaulted passengers Sunday morning on a flight from the Dominican Republic to New York, authorities said.

an off-duty NYPD officer who was sitting three rows ahead intervened and handcuffed Mr. Ynoa after a brief struggle?
I didn’t think handcuffs were allowed on a commerical airliner... how did he get through security?

I’ve expedited prisoners from various states back to TX, I carried cuffs and a weapon on board. He may have been in travel to pick up a prisoner or had been to question one. Not uncommon.

That's from the 1968 Demo convention held in Chicago. Mayor Daly let the cops loose to crack heads on the Hippies protesting. They would chant that as they were being beat.
