Sure, if you exclude Bachmann, Gingrich, Santorum, and Paul who were all charged by the US Constitution to protect the border (Perry is not but is forced to do it anyway) and have done nothing, except for Newt who gave them amnesty.
By the way, it's really dumb to say you're not going to comment on Perry and then throw a racial slur as a comment.

Gov. Rick Perry today issued the following statement regarding Texas Attorney General Greg Abbotts amicus brief in the U.S. v. State of Arizona case:
All Americans should support todays actions by Texas Attorney General Greg Abbott and other state attorneys general in their efforts to uphold the 10th Amendment of the U.S. Constitution and the right of states to provide for the public safety and security of their citizens.
The federal government has failed to secure our borders as drug activity and murder rates soar in many border communities. States are left with no choice. Until the federal government secures the border, I expect more states to legislate in an effort to protect their citizens.
Regardless of anyones feelings on the Arizona law, we must protect the 10th Amendment and right of states to legislate public safety to keep families and communities secure. I join Texas Attorney General Abbott in opposing the Obama Administrations effort to undermine the right of states to protect their citizens and govern themselves.

My post argued that these people have not RUN a border state; nothing about simply being Constitutionally bound to do so. Quite a few people around the country are obligated to uphold the Constitution, no?
Has MB, NG, RS, and RP ever governed a state on the southern border? Not to my knowledge. Ron Paul is a Congressional Rep from Texas - close but not the same as being Governor. But at any rate I was really referring to Cain, Gingrich, and Romney.
And by the way, it's really dumb to take out of context the meaning of ‘Ricardo Perry’, given the subject matter here. Maybe you need to shore up your critical thinking skills.

So, support the other “Rick” — Santorum, who has an even harder task ahead. Less baggage too
