He scoffed when he read in late 2009 that the Obama administration’s Department of Homeland Security planned to hire “a thousand” computer-security experts over the next three years. “There aren’t more than a few hundred people in the world who understand this stuff.”

If there aren't more than a few hundred people in the world who understand this stuff why can't they track them? It has to be somebody and possibly any number of somebodies on that level who are doing this.

It shouldn’t be that hard to teach... both objections seem farfetched to me.

It’s difficult because if you know how to do this, you also know hoe to protect yourself from being identified.
