I will offer one plausible defence for alternate-fuel capability and that is in a SHTF scenario other sources need to be rapidly deployed, so that there is a strategic interest in maintaining some infrastucture for doing that.
My example would be Germany converting to coal gasification, etc. when their oil supplies were cut off.
That lesson speaks more highly of coal than soy diesel or ethanol, etc. but an astute republic would be vigilant to such needs in light of the present oil equilibrium.
I doubt much of this is on the current administration’s radar, however.

They claimed it was a Halliburton rip-off, a KBR rip-off, a Bush family rip-off, that Dick Cheney was pocketing millions from it. Was just a few years ago.
