The investigation, opened in June 2008, was conducted under the provisions of the Violent Crime Control and Law Enforcement Act of 1994 and Title VI of the Civil Rights Act of 1964, and the Title VI implementing regulations.

In June, 2008, George Bush was President and Alberto Gonzales was the AG. What's up with that? Why were they investigating Arpaio?

In 1994 Clinton was President, Janet Reno was AG, and Eric Holder was Deputy AG. In 1964, LBJ was President, so those laws are consistent with who they are.

GW is an open borders globalist whose compassion extends to illegals, but not the rest of us. GW called those who want secure borders 'vigilantes'.

Unfortunately, it is also consistent with who Bush 43 was too.

He was an open borders panderer who wanted to keep two important (in his mind) constituencies in check: The agri-businesses whose business model depends on manual labor toiling under conditions of near slavery and, the Latino community of voters who (he thinks) equate lax enforcement of immigration laws with respect and concern for their rights.

It was one of his... less attractive ... traits.
