(CNN) -- A Louisiana lawmaker wants the National Guard to patrol the streets of New Orleans after a toddler who was four days shy of her second birthday was shot and killed in a drive-by.

"She was out here as a innocent bystander. She's dead now," said Rufus Ruck, the child's cousin.

Keira Holmes Gordon was gunned down in a double shooting at the B. W. Cooper Housing development on Sunday. She was one of two people hit when gunmen from two separate cars opened fire on a man who was standing nearby.

According to police, the man ran into a crowded courtyard full of kids trying to escape the barrage of bullets. He was hit several times but survived the shooting.

The toddler was pronounced dead at the scene. She would have turned 2 on Thursday.

State lawmaker Austin Badon Jr., who represents part of Orleans Parish, said crime is spiraling out of control and wants the government to step and help control the violence.

“The NOPD...one of the most corrupt and least effective big-city police forces in the country.”

Probably THE most, insofar as I know.

However, no amount of cops or National Guard troops, or any other LEOs can stop this type of event.

As long as these criminals are tolerated by their communities they’ll continue to randomly and inadvertently kill innocent people.

And then there are the not-so innocent people who also get killed.

But this is ALL tolerated by the urban black community, they really have no one to blame but themselves.

And therefore, nobody but themselves can make things better.

You can have all the boo-hooing you want, have all the marches you want, blame whoever you want. But until you are willing to confront the members of your community who are doing this stuff nothing is going to change.

It’s really a shame when some innocent child has to pay the price for the complete societal dysfunction of the world in which they live. A shame, but not uncommon.

Oakland had a similar drive by last week or so.

Drive by’s in Oakland are a daily occurance. I don’t know how they can hire & keep a single police officer.

The toddler who was declared brain dead after over 10 days in the hospital at taxpayer expense waa buried yesterday, I think.
