The Chevy Volt, much like former East Germanys Trabant, is a centralized government planners idea of what an automobile should be. The Trabant, incidentally, was dubbed one of the worst cars produced -- ever.
But what government bureaucrats believe is good for us generally has little to do with what consumers are looking for. The two concepts are as different as Barack Obama and Ronald Reagan.

Funny thing, however, the “Volkswagen” (people’s car) was at least done half right by Germany. They wanted something functional and frugal, not to prove some pie in the sky point.
Mainstream Media, "General Motors has issued a recall for only 8,000 Chevy Volts"
Rush Limbaugh, "Obama Motors anounced total sales of 8,000 Chevy Volts in all of 2011."

If the day ever comes where democrats permanently dominate US politics (think CA in a few years), at that point you'd better believe they will decide everything that they believe is good for us.
The "People's Automobile" was a German engineered version of Ford's model T or model A. It was intended to be a utilitarian, affordable means of no frills transportation. I think Dr. Porsche hit the nail on the head, pity that it was used as a propaganda tool by Hitler.

The best thing that could have to the Volt is a Chevy 350 repower kit with an auto trans. I’ll be 8,000 would be sold.
The Volt carcasses are then taken to the live fire range to be pounded to scrap by artillery, rockets, missiles, or bombs. Repeat the process until all the volts are blown to bits.
Alternately, take half the Volts and send them to the range for disposal by ordnance directly from the factory and put the other half in FedGov motor pools for employees to drive. After five years, then send the Volts in the motor pools to the range for disposal (along with the government employee).

Well, heck. I can see the Trabant's problem right here...
Any idiot should be able to.
Works for me.
