There is nothing in the story that says the fawns were collared, in fact quite the opposite......
The release from the DNR says that an officer nearly struck two deer with his squad near Carpenter's home and saw the two were wearing collars. The officer then used his department-issued shogun to shoot the first fawn about 10 yards away from the road. The second deer was followed and then shot.
