Apologists say that Bacha Bazi or 'Boy Play' is a very old cultural practice in Afghanistan and part of that nation's mainstream.

Sounds like Ancient Greece (although Greek men seem to have preferred teenaged boys, not the pre-pubescent ones). Alexander the Great conquered this area and there were later Greek-speaking kingdoms in this region—so this could be part of Alexander’s legacy (but might be even older than that).
