Thankfully, the Boy Scouts have the practice of ‘two deep leadership’. It is against the rules for any adult, except the boy’s parents, to be alone with any Scout, outside the view of other adults. If a boy needs to be spoken to privately, the adult pulls him aside in full view of everyone else in the room to do so. I believe this one rule is what has kept sexual abuse in Boy Scouts to a minimum over the past 20 years.
