More like while assembly of the Atomic bomb for deployment you have a mishap, doesn’t have to be a high order detonation but maybe a low order one that kills any tech/physicist types in the room & basically pulverizes the fissile material & disperses it throughout the facility.

They need to ratchet it up a bit by having a few leaks of “confidential” material about how they have already infiltrated the ranks of the workers and scientists who work on their underground nuclear processing plants, so that when the signal is given there will be additional “accidents”.

That should rev up their paranoia level by several notches, and when they bring the inquisition to bear on the workers in order to torture out a few “confessions”, the result on the morale of the others who have temporarily escaped persecution will be, um how shall I say this, “interesting”.
