No, chaplains can speak out against the moral evil of forced abortions but they cannot, as military officers, couch it directly in the context of the civilian leadership and their policies.
Yes, der Fuehrer has declared war on Christianity and on Jews as well. He may at some point truly step across the line of abrogating the Constitution that even those in the military will not tolerate. At that point it won’t matter what prohibitions are in place regarding what the military says that the troops cannot do or say.

There is no problem with any soldier (chaplain included) saying that a policy from any administration is screwed up.
What they can’t do is speak contemptuously of the Commander in Chief. It is not contempt to say that a president is wrong.
If soldiers can’t complain about their highers, then every army we’ve ever had would’ve been drawn and quarters. Complaining about higher is second only to complaining about food. It’s what soldiers do.
