Eliberto’s two sons are US-born. He and his wife are undocumented immigrants and because they cannot have a Social Security Number (SSN), they use an ITIN instead to file their yearly tax return.

“The money [Child Tax Credit] is the only one we qualify for, and we end up using almost entirely on the children,” stated Eliberto, who did not provide a last name to protect his family. The Van Nuys resident earns approximately $20,000 a year through full time employment and says that every two weeks approximately $154 disappear from his already small paycheck to pay federal and state taxes.

Eliberto and Sonia are really worried. Talk of Congress moving forward with a proposal to restrict the Child Tax Credit (CTC) and the Additional Child Tax Credit (ACTC) refund to taxpayers who have a SSN will impact their family budget and that of more than 2 million working families who pay income and payroll taxes. Hard-working families and low-income families pay over $9 billion in payroll taxes each year according to Accounting Coach. Eliberto pays $5,544 in taxes every year but receives $2,000 in return as part of the ACTC program.

Eliberto’s family is Latino. The bill in question will hit the Latino community hardest because 80 percent of those impacted are Latino families. Of the estimated 15 million children living in poverty in the U.S., forty percent are Latino children. Eliberto asks me why Congress is attacking his family. His two U.S.-born children can be heard playing in the background and I have no real answer for him.

I am sick and tired of hearing that the only people who work hard or a working family is one who earns 20K. My husband works really hard and he makes more than 20K and every 2 weeks he has about $1400.00 taken out for taxes and we don't get any credits or anything from the government
we just get to pay for others credits

The problem is anchor babies, not the tax deduction. I’m sorry this man and his family are having a hard time, but I’m even sorrier that our laws have been so twisted from their original intent (the 14th “jurisdiction thereof” misinterpretation) that he was led on to believe this money was due him, and I’m paying for it.

I say we go with Mexico's immigration laws. What would Mexico do?

I think jail would be in his future, and the family would be headed back to their country of origin.

When I was in grad school 15 years ago, the international students told me they were not allowed to claim ANY dependents at all while working LEGALLY with their education visa. I assumed this was also true of any and all non permanent residents also.

Bullcrap! Nobody making $20,000 per year pays $5,544, not even one red cent in income taxes. Not even this much in payroll taxes. This is just bullcrap to make us sorry for them and their cause. Damn liars.

What BS. I live next door to Van Nuys and I can’t give anything away at a garage sale. I would rather give something to someone for 25 cents than put it in the trash. I once offered a lady to take a table and I would give her $25.00. These people hate us that much.

And how does someone making that little pay taxes, I thought 50 percent of the people didn’t pay taxes.

Wow that's just horrible, (sarc). I think the numbers quoted in the article are bogus. People are not paying payroll tax and $20k married and kids don't pay income taxes.

In 2010 the eitc for a family filing joint with 2 children was $5036. His state and federal paid together is $3696 so just pull off the $696 and say that is state taxes paid. That means he will get back about $2036 dollars that he NEVER paid in!!
And people wonder why we are broke. The income tax system is just another welfare program for certain people.

Chamber of Commerce, Corporate America and Democrats/RINO are the problem with this country. The first two want cheap labor. They teach Chinese and Indian workers to replace high paying factory and IT workers. Then the two with Dems who just want voters immigrate (legal and illegal) workers who can do only low paying jobs that immediately qualify them for gov entitlements. No nation can survive and have a stable prosperous society if the ones on top enrich themselves at the top and implement policies that will impoverish the middle class by having open borders, welfare state and free trade that encourages offshoring high paying American jobs. Don’t give me this crap that offshoring happens solely due to gov regs and taxes. Even industries not severely impacted by gov regs and taxes will jump at the chance to replace American workers who want good salaries and know their rights with Third World ones too frighten to complain and are willing to work for pennies.

That's what I'm saying. Why is Mexico still in such a state that its people risk their lives to get here illegally? The Left and its MSM lapdogs and the radicals like La Raza never talk about why their homelands are unable to generate wealth and prosperity. It's all just "blame the USA."
