Looks like a modern hoax. Lines are too perfect, too uniform and the coloring is too black & white without enough greyscale.

I opened in Photoshop and found many layers so it is an obvious forgery. Look at the subtle variations in color and blurring on the left side which clearly indicate sections were pasted in from other birth certificates paintings. Notice, took, the perfectly vertical lines which indicate it was created on a computer and is not a scanned image. FAKE!
