At the start they promised to not pass anything without a specific constitutional basis and cited, and to not to pass anything with a period of a few days public review, then they went behind close doors with Obama and used the same procedure Dems did to pass bills in the previous congress: whip it out and ram it throught after some knuckle crunching. You wont hear Ryan talk about that.
