If their skills are as good as it appears they are, they will be of more value to the government alive, and working for them, which is a more probable outcome.

They are just script kiddies with criminal minds. Those “haxx0rz” do not have any particularly impressive “skillz.” If the government wants people who know something about security, there are plenty of non-criminals to hire whose skills greatly exceed the script-kiddie level.
