Oh, never mind. At first I thought it might mean 'mini-blogger' and someone misspelled it, but not short for 'military blogger' as that is a "milblogger". Finally clicked through the link and found out that it was NRO's bloody fault; on the originating page it clarifies that he was a milblogger, and NRO mucked up the spelling.
Although your "1/1000 of a blogger" comment had merit as well, LOL!
