Constitution Flouted On War If Panetta Testimony To Congress Says Anything

Politics: Does the Constitution matter in executive decisions to go to war, or is the U.S. military just the president's plaything, subject to his getting U.N. "permission" to use it? Unsettling testimony this week suggested the latter.

As a revolt in Syria heats up with talk of U.S. intervention, Senate Armed Services Committee member Jeff Sessions stumbled upon an astounding discovery about the White House attitude toward its oath of office and putting U.S. troops in harm's way.

"We spend our time worrying about the U.N., the Arab League, NATO, and too little time, my opinion, worrying about the elected representatives of the United States. As you go forward, will you consult with the United States Congress?" Sessions asked Defense Secretary Leon Panetta Wednesday.

He never got an answer. Instead, Panetta waxed weirdly about getting "permission" from international organizations before engaging the U.S. military abroad.

"You know, our goal would be to seek international permission. And we would come to the Congress and inform you and determine how best to approach this, whether or not we would want to get permission from Congress," Panetta said.

Weirdly is right.

What's not weird about Panetta? The guy has always given me the creeps!

Do you remember when Bush and the NeoCons had to get the UN mandate before they invaded Iraq?

Then later when the UN mandate was going to expire Bush had to make a new agreement called the Status of Forces Agreement

...and do you also remember when Klintoon invaded Kosovo with just NATO backing and no UN authority?

Different rules for (D) presidents.
