Of course they do. It works like this:

Let’s say there are 100 people that are voting. There are 2 candidates #1 and #2.

45 people vote for candidate #1
40 vote for candidate #2 and 15 stayed home because they didn’t like him either. Who wins?

...Which does not magically change those 15 votes into votes for one side or the other. The only people responsible for someone’s election are those who directly vote for that person. The people who sit home are absolved of responsibility one way or the other.
