Office of the Press Secretary For Immediate Release April 13, 2012 Executive Order -- Supporting Safe and Responsible Development of Unconventional Domestic Natural Gas Resources

EXECUTIVE ORDER

SUPPORTING SAFE AND RESPONSIBLE DEVELOPMENT OF UNCONVENTIONAL DOMESTIC NATURAL GAS RESOURCES

By the authority vested in me as President by the Constitution and the laws of the United States of America, and in order to coordinate the efforts of Federal agencies responsible for overseeing the safe and responsible development of unconventional domestic natural gas resources and associated infrastructure and to help reduce our dependence on oil, it is hereby ordered as follows:

Section 1. Policy. In 2011, natural gas provided 25 percent of the energy consumed in the United States. Its production creates jobs and provides economic benefits to the entire domestic production supply chain, as well as to chemical and other manufacturers, who benefit from lower feedstock and energy costs. By helping to power our transportation system, greater use of natural gas can also reduce our dependence on oil. And with appropriate safeguards, natural gas can provide a cleaner source of energy than other fossil fuels.

For these reasons, it is vital that we take full advantage of our natural gas resources, while giving American families and communities confidence that natural and cultural resources, air and water quality, and public health and safety will not be compromised.

While natural gas production is carried out by private firms, and States are the primary regulators of onshore oil and gas activities, the Federal Government has an important role to play by regulating oil and gas activities on public and Indian trust lands, encouraging greater use of natural gas in transportation, supporting research and development aimed at improving the safety of natural gas development and transportation activities, and setting sensible, cost-effective public health and environmental standards to implement Federal law and augment State safeguards.

Because efforts to promote safe, responsible, and efficient development of unconventional domestic natural gas resources are underway at a number of executive departments and agencies (agencies), close interagency coordination is important for effective implementation of these programs and activities. To formalize and promote ongoing interagency coordination, this order establishes a high-level, interagency working group that will facilitate coordinated Administration policy efforts to support safe and responsible unconventional domestic natural gas development.

Sec. 2. Interagency Working Group to Support Safe and Responsible Development of Unconventional Domestic Natural Gas Resources. There is established an Interagency Working Group to Support Safe and Responsible Development of Unconventional Domestic Natural Gas Resources (Working Group), to be chaired by the Director of the Domestic Policy Council, or a designated representative.

(a) Membership. In addition to the Chair, the Working Group shall include deputy-level representatives or equivalent officials, designated by the head of the respective agency or office, from:

(i) the Department of Defense;

(ii) the Department of the Interior;

(iii) the Department of Agriculture;

(iv) the Department of Commerce;

(v) the Department of Health and Human Services;

(vi) the Department of Transportation;

(vii) the Department of Energy;

(viii) the Department of Homeland Security;

(ix) the Environmental Protection Agency;

(x) the Council on Environmental Quality;

(xi) the Office of Science and Technology Policy;

(xii) the Office of Management and Budget;

(xiii) the National Economic Council; and

(xiv) such other agencies or offices as the Chair may invite to participate.

(b) Functions. Consistent with the authorities and responsibilities of participating agencies and offices, the Working Group shall support the safe and responsible production of domestic unconventional natural gas by performing the following functions:

(i) coordinate agency policy activities, ensuring their efficient and effective operation and facilitating cooperation among agencies, as appropriate;

(ii) coordinate among agencies the sharing of scientific, environmental, and related technical and economic information;

(iii) engage in long-term planning and ensure coordination among the appropriate Federal entities with respect to such issues as research, natural resource assessment, and the development of infrastructure;  (iv) promote interagency communication with stakeholders; and

(v) consult with other agencies and offices as appropriate.

Sec. 3. General Provisions. (a) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(b) Nothing in this order shall be construed to impair or otherwise affect:

(i) the authority granted by law to an executive department, agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

The purpose of this EO is to strangle development of natural gas resources in a tangle of bureaucratic red tape. Obama must stifle the natgas boom to save his moribund green energy scams from a cheap, efficient, and convenient alternative.

So it’s not surprising that, on the same day as this executive order, here comes Cass Sunstein, meeting with industry trade groups about fracking and natural gas development. What is surprising is that I didn’t find out about this from a Freedom of Information Act or a secret investigation. No, the White House released a readout on the meeting:

Today, OIRA Administrator Cass Sunstein and Deputy Assistant to the President for Energy and Climate policy Heather Zichal convened a White House meeting with key stakeholders, including representatives from the American Chemistry Council, the American Gas Association, the American Natural Gas Association, the American Petroleum Institute, the U.S. Chamber of Commerce, and the National Association of Manufacturers, to discuss the recently issued Executive Order supporting safe and responsible development of unconventional domestic natural gas resources. The new Executive Order establishes a deputy-level interagency working group to coordinate policy and to promote sensible, cost-effective approaches.

So the very first thing done in the wake of this interagency working group is that Cass Sunstein gets in a room with the Chamber of Commerce, the American Petroleum Institute and every other lobbyist with a tenuous connection to fracking. And they’re downright proud of it! They’re loudly announcing it in press releases!

Director of Domestic Policy Council Cecilia Muñoz

Cecilia Muñoz is the President’s Domestic Policy Advisor and the Director of the Domestic Policy Council, which coordinates the domestic policy-making process in the White House. Previously, Ms. Muñoz served as Deputy Assistant to the President and Director of Intergovernmental Affairs.

Prior to joining the Obama Administration, Cecilia served as Senior Vice-President for the Office of Research, Advocacy, and Legislation at the National Council of La Raza (NCLR), the nation’s largest Latino civil rights organization. She supervised NCLR’s policy staff covering a variety of issues of importance to Latinos, including civil rights, employment, poverty, farmworker issues, education, health, housing, and immigration. Her particular area of expertise is immigration policy, which she covered at NCLR for twenty years.

Ms. Muñoz is the former Chair of the Board of Center for Community Change, and served on the U.S. Programs Board of the Open Society Institute and the Board of Directors of the Atlantic Philanthropies and the National Immigration Forum.

Ms. Muñoz is the daughter of immigrants from Bolivia and was born in Detroit, Michigan. She received her undergraduate degree from the University of Michigan in Ann Arbor and her master’s degree from the University of California at Berkeley. In June 2000, she was awarded a MacArthur Foundation fellowship in recognition of her work on immigration and civil rights. In 2007, she served as the Towsley Foundation Policymaker in Residence at the Gerald R. Ford School of Public Policy at the University of Michigan. She has received numerous other awards and recognitions from various sources, including the Congressional Black Caucus Foundation, and a variety of local non-profit organizations.

So... what the ???

I do not see a single item that is any indication whatsoever that she should have ANY input into the management and regulation of the u.S. natural gas industry.

She is pretty much a race pimptress for LaRaza and apparently never had never had a job outside of government (taxpayer) funded "affirmative action" giveaway programs.

So, OF COURSE she will be put in charge of all policy decisions of the entire u.S. natural gas industry.

Yes, President Putz may be helping me here (cringe). I own leased, and in one case drilled mineral rights on private land. Whatever the govt says its going to ‘help’ gets more expensive. Nat gas can get a lot more expensive and still give great value per thermal unit.

She is another communist. She was on the board of George Soros’s “Open Society Institute”. She was also on the board for “Center for Community Change” stocked with people from MoveOn and ACORN.

She’s a communist. All of Obama’s appointees are communists.

I detest Romney but I still have yet to hear that he would appoint card-carrying red-diaper communists to every position in government like Obama is doing.

People like Munoz make me terrified for another Obama term, where he has more “flexibility” after his “last election”.

Romney stinks but we simply cannot survive another Obama term. Frankly, I’m dubious whether we can survive his current term.

I’ve been searching for 2 hours what her Masters Degree is from Berkeley and I can’t find a single hint. It could be as simple as Public Administration, but for the life of me, I can’t find any source that states what she has her Masters Degree in.

Baffling.

Is everything surrounding Obama sealed? Don’t bother to answer that. I already know what to expect from the “most transparent administration in history”.

It’s just amazing the terrible choices for positions of leadership that has emanated from Zer0 and Deadfish.

The cabinet is composed of a total bunch of toadie losers, but since they all had to get through Reid’s Senate they don’t stink up the place as much as the Rahm/Jarrett/Zer0/Moochelle/Ayers/Soros communist cabal of losers that they appointed as paid czars.

These are the ones who are corrupting the government under the radar, hiring moles to destroy the next Republican majority; while the cabinet, non of whom has ever had a private sector job, become the lackeys who try to explain the regime’s overthrow of the Constitution to all of us unwashed - 50% of whom are taxpayers!

Truly disgusting, and at a cost of $1.4 trillion in deficit per year.
