BRASILIA, Brazil — U.S. Secretary of State Hilary Clinton says open governments are the best way to combat corruption.
Clinton made her remarks Tuesday in the Brazilian capital during the first high-level meeting of the Open Government Partnership launched last year by President Barack Obama and Brazilian President Dilma Rousseff.
