Austin Police Chief Apologizes For Dog Shooting

AUSTIN (KXAN) - Chief Art Acevedo expressed sympathy about a highly talked-about case involving an Austin police officer who shot and killed a man's dog while responding to the incorrect address.

Speaking with Cisco's owner Michael Paxton on KLBJ-FM's "Dudley and Bob Morning Show," Acevedo apologized about the incident and also commented on police procedure.

"Believe it or not, we are animal lovers just like any one else," said Acevedo. "I want to say I am sorry on behalf of all the members of the department.

What about the four or five other screw ups the cop pulled in the same incident?

The cops are sorry they're on tape is more like it.

Someone should fill the cops in on a new product call `Mace.’
Maybe the letter carriers could train them.
They don’t have to shoot every dog (all dogs) they think might bite.

This Austin cop needs to be fired ASAP. He gave the owner no opportunity to restrain his beloved dog. Responded to a domestic disturbance at a wrong address and goes in guns blazing. The next time, he might shoot a four-year-old kid for pointing a finger at him simulating a gun. POS cop, kick him off the force.

Is there some sort of cop manual that says:

“When you arrive on scene the first thing you need to do is to shoot all of the dogs.”

Because it sure seems that way.

Actually, you have posted something that was taught to me by a Vietnam-era Marine MP & K9 officer. Other than applying the mace, the right hand should slip below the left arm and is used to crush the windpipe of the animal.

Pretty close, I think there is definitely some kind of training procedure that says “under the following circumstances you will not be disciplined if....” and that a certain number of trigger happy cops, do not think ‘what is the right thing to do’ but rather ‘can I get in trouble for this’

My guess is that chief is not particularly happy with what he is finding in his morning e-mail and this officers promotion opportunities are not particularly good.

Furthermore my guess is that department like many others spends tens of thousands of dollars a year on PR. Having on duty officers visit schools community groups, etc.

The impulsive actions of this officer wipes out years of those efforts. THe next time the an officer shows up at a grade school the first question will most likely be “Why do you shoot peoples dogs”
What is hard to figure is, with a dozen or more incidents a year, many of them nationally publicized, why departments have not laid down the law to their officers.
Again, my guess is that it is finally going to take a armed homeowner calling the police about a break in,
an officer showing up shooting the homeowners dog for no reason and subsequently being shot by the homeowner, before they get smart and change their standard procedures.

Because there haven't been any consequences to the cops for doing it. That's why. But one day soon some person is going to hunt down the cop that shot the family pet and get a little street justice.

On that day I'm going to cheer.

In Austin, apparently there is an unofficial policy to shoot any dog that “gets in the way”:

A friend of mine had an APD detective play guitar in his band for about a year. The detective told him the cops are trained to shoot any dog that “gets in the way.” It’s an unofficial policy that is part of the SWAT training. So these cops know they can shoot first and ask questions later and the department will back them up. When APD claims they have no “official” policy for handling dogs in these situations, it is the truth. They only have an “unofficial” policy and that is shoot the dog first, apologize later (if you feel like it). People who think this is no big deal would probably sing a different tune if it was their dog.
