The last part of the sentence is more interesting...
While the investigation ended last year, officials recently provided a copy of the report on their findings in response to a Freedom of Information Act request. What I've got posted isn't that report as a FOIA was needed to get it and I don't see it stated in the article who filed for, and received, that report.
So the question now is...Did The Washington Times file the FOIA themselves or did they get the report, and thus the story, from some other place or from somebody else?
And if The Washington Times did file for and receive the report shouldn't they put it online for everybody to read?

Think about how that sentence would be worded if the The Washington Times had filed the FOIA...
While the investigation ended last year, officials recently provided a copy of the report on their findings in response to a Freedom of Information Act request submitted by this paper. (or words to that effect)
