Exclusive: China considers delay of key party congress: sources

(Reuters) - China's ruling Communist Party is seriously considering a delay in its upcoming five-yearly congress by a few months amid internal debate over the size and makeup of its top decision-making body, sources said, as the party struggles to finalize a once-in-a-decade leadership change.
The two most senior posts, of president and premier, are not considered in much doubt. But any delay in the congress, no matter the official reason, would likely fuel speculation of infighting over the remaining seats in the nine-member politburo standing committee which calls the shots in China.
The makeup of those remaining positions could in turn influence the ability of the incoming new president, Xi Jinping, to forge a consensus among those immediately below him on how to run the world's second-largest economy and a military superpower.

Probably related to the power fight between the neo-Maoist Jiang Zemin clan with Bo Xilai and Zhou Yongkang on one side and Wen Jiabao and Hu Jintao on the other side. Will the latter be able to reduce the monopoly of the Communist party?
They have as well to speed up the economy with support for consumer spending. Otherwise the economy will shrink and that will be a serious problem not only for China.
The meeting is chaired by Chinese Premier Wen Jiabao and attended by Japanese Prime Minister Yoshihiko Noda and South Korean President Lee Myung-bak.
At the start of the meeting, Wen Jiabao said facts prove that cooperation between China, Japan and the South Korea is in the fundamental interests of the three nations and their peoples. But there are still many unstable, uncertain and unpredictable factors in Northeast and East Asia.
During the two-day meeting, the leaders are expected to review the progress of trilateral cooperation and lay out plans for the future. These include the possibility of establishing a free trade area and a timetable for it. Leaders will also exchange views on global and regional issues of common concern.
This year marks the 40th anniversary of the normalization of China-Japan ties and the Year of China-Japan Friendly Exchanges, as well as the 20th anniversary of China-South Korea diplomatic relations and the Year of China-South Korea Friendly Exchanges.

Speaking on the situation in Northeast Asia, Wen said peace and stability in Northeast Asia is in the vital interests of all the countries in the region and it is the major precondition for sustainable development and prosperity.
“We need to leave Cold War thinking behind, insist on resolving relevant issues through peaceful dialogues and negotiations, pay attention to the reasonable security concerns of all parties and make joint efforts to promote long-standing peace in Northeast Asia,” he said.
“The current priority is to try our best to avoid the escalation of the already tense situation on the Korean Peninsula. All parties need to use their wisdom at the most extent, maintain calmness, restraint and patience, show their goodwill, so to ease tensions and get back to the right track of dialogue and negotiations.”

Yes, they have a number of territorial disputes:
Continuing talks and confidence-building measures work toward reducing tensions over Kashmir that nonetheless remains militarized with portions under the de facto administration of China (Aksai Chin), India (Jammu and Kashmir), and Pakistan (Azad Kashmir and Northern Areas); India does not recognize Pakistan’s ceding historic Kashmir lands to China in 1964;
