Exclusive: China considers delay of key party congress: sources

(Reuters) - China's ruling Communist Party is seriously considering a delay in its upcoming five-yearly congress by a few months amid internal debate over the size and makeup of its top decision-making body, sources said, as the party struggles to finalize a once-in-a-decade leadership change.

The two most senior posts, of president and premier, are not considered in much doubt. But any delay in the congress, no matter the official reason, would likely fuel speculation of infighting over the remaining seats in the nine-member politburo standing committee which calls the shots in China.

The makeup of those remaining positions could in turn influence the ability of the incoming new president, Xi Jinping, to forge a consensus among those immediately below him on how to run the world's second-largest economy and a military superpower.

Probably related to the power fight between the neo-Maoist Jiang Zemin clan with Bo Xilai and Zhou Yongkang on one side and Wen Jiabao and Hu Jintao on the other side. Will the latter be able to reduce the monopoly of the Communist party?

They have as well to speed up the economy with support for consumer spending. Otherwise the economy will shrink and that will be a serious problem not only for China.

BEIJING, May 13 (Xinhuanet) — The fifth meeting of the leaders of China, Japan and South Korea has opened in Beijing. The establishment of a free trade area across the region is high on the agenda of the meeting.

The meeting is chaired by Chinese Premier Wen Jiabao and attended by Japanese Prime Minister Yoshihiko Noda and South Korean President Lee Myung-bak.

At the start of the meeting, Wen Jiabao said facts prove that cooperation between China, Japan and the South Korea is in the fundamental interests of the three nations and their peoples. But there are still many unstable, uncertain and unpredictable factors in Northeast and East Asia.

During the two-day meeting, the leaders are expected to review the progress of trilateral cooperation and lay out plans for the future. These include the possibility of establishing a free trade area and a timetable for it. Leaders will also exchange views on global and regional issues of common concern.

This year marks the 40th anniversary of the normalization of China-Japan ties and the Year of China-Japan Friendly Exchanges, as well as the 20th anniversary of China-South Korea diplomatic relations and the Year of China-South Korea Friendly Exchanges.

Speaking on the situation in Northeast Asia, Wen said peace and stability in Northeast Asia is in the vital interests of all the countries in the region and it is the major precondition for sustainable development and prosperity.

“We need to leave Cold War thinking behind, insist on resolving relevant issues through peaceful dialogues and negotiations, pay attention to the reasonable security concerns of all parties and make joint efforts to promote long-standing peace in Northeast Asia,” he said.

“The current priority is to try our best to avoid the escalation of the already tense situation on the Korean Peninsula. All parties need to use their wisdom at the most extent, maintain calmness, restraint and patience, show their goodwill, so to ease tensions and get back to the right track of dialogue and negotiations.”

Translation: You running dogs of the west and their puppets, shut up and do as we say. We say there is no problem in the neighorhood and that's the way you should see it. Stop talking about N. Korea. Hand us all islands in territorial dispute. Then there will be peace: we as overlord and you as vassals. That is the way it has been and will be. Hail, Pax Sinica. Long Live Zhonghua. Everybody shall kneel before us.

Yes, they have a number of territorial disputes:

Continuing talks and confidence-building measures work toward reducing tensions over Kashmir that nonetheless remains militarized with portions under the de facto administration of China (Aksai Chin), India (Jammu and Kashmir), and Pakistan (Azad Kashmir and Northern Areas); India does not recognize Pakistan’s ceding historic Kashmir lands to China in 1964;

China claims most of India’s Arunachal Pradesh to the base of the Himalayas;

lacking any treaty describing the boundary, Bhutan and China continue negotiations to establish a common boundary alignment to resolve territorial disputes arising from substantial cartographic discrepancies, the largest of which lie in Bhutan’s northwest and along the Chumbi salient;

Chinese maps show an international boundary symbol off the coasts of the littoral states of the South China Seas, where China has interrupted Vietnamese hydrocarbon exploration;

China asserts sovereignty over Scarborough Reef along with the Philippines and Taiwan, and over the Spratly Islands together with Malaysia, the Philippines, Taiwan, Vietnam, and Brunei;

the 2002 Declaration on the Conduct of Parties in the South China Sea eased tensions in the Spratlys but is not the legally binding code of conduct sought by some parties;

Vietnam and China continue to expand construction of facilities in the Spratlys and in March 2005, the national oil companies of China, the Philippines, and Vietnam signed a joint accord on marine seismic activities in the Spratly Islands;

China occupies some of the Paracel Islands also claimed by Vietnam and Taiwan;

China and Taiwan continue to reject both Japan’s claims to the uninhabited islands of Senkaku-shoto (Diaoyu Tai) and Japan’s unilaterally declared equidistance line in the East China Sea, the site of intensive hydrocarbon exploration and exploitation;

certain islands in the Yalu and Tumen rivers are in dispute with North Korea;

China and Russia have demarcated the once disputed islands at the Amur and Ussuri confluence and in the Argun River in accordance with their 2004 Agreement;

China and Tajikistan have begun demarcating the revised boundary agreed to in the delimitation of 2002;

the decade-long demarcation of the China-Vietnam land boundary was completed in 2009;

citing environmental, cultural, and social concerns, China has reconsidered construction of 13 dams on the Salween River, but energy-starved Burma, with backing from Thailand, remains intent on building five hydro-electric dams downstream despite regional and international protests;

Chinese and Hong Kong authorities met in March 2008 to resolve ownership and use of lands recovered in Shenzhen River channelization, including 96-hectare Lok Ma Chau Loop;
