As-is, the fine for Hit and Run is not stiff enough.
If he stuck around, and was charged with vehicular homicide, he would face a potential penalty.
But, if you run, the worst they can do is charge you with a hit and run, with the potential for vehicular homocide. Basically a slap on the wrist.
How about a Hit and Run escalates whatever offence to potentially a Capital Offense? Instead of facing involuntary vehicular homocide you are now facing the same penalty as Premeditated Murder?
I suspect that would reduce the frequency of this sort of crap.
