Maryland Assembly may take bite out of ruling on pit bulls

The Maryland General Assembly could consider legislation that would soften the impact of an April court ruling classifying pit bulls as “inherently dangerous” in the latest of several recent cases that have highlighted the checks and balances between the state’s legislative and judicial branches.

A panel of Maryland lawmakers will meet later this month to study the possible effects of a state Court of Appeals decision that makes owners of pit bulls or pit-bull mixes liable if their dog attacks another person, even if the dog had no prior history of dangerous behavior.

The assembly is expected to hold a July special session to consider expanding gambling in the state, but could also pass a bill to put pit bulls on equal footing with other breeds.

It would not be the first time this year that the assembly and the state's highest court have failed to see eye to eye on legislation.

“That is the way American government works: The courts have the ability to make some policy decisions, and the legislature has the ability to overrule them,” said Sen. Brian E. Frosh, Montgomery Democrat. “Just like they have the ability to review our decisions for constitutionality.”

The pit-bull ruling has drawn significant public outcry owing largely to the fact that it also holds landlords liable if they knowingly rent to a pit-bull owner whose dog attacks someone.

Activists and many lawmakers argue the decision could lead to widespread evictions of owners who refuse to give their dogs away, as well as an increase in dogs given to animal shelters that may have to euthanize them.

I have raised 2 pure bred staffordshire terriers (pit bulls) both were females and very sweet, never bit anyone or other dogs even when provoked. My experience with pit bulls is that if they are aggresive the owner is usually to blame not the dog.

We have a 90 lb Pittie and a 2 lb mini Chihuahua.

The Chi totally dominates the Pit, as dones the 4 lb cat.

When the hell is someone going to bring up the fact that this is largely a racially caused problem.
The high incidence of — and tolerance for — crime in predominently black areas induces the criminals as well as law abiding residents to acquire these animals. They then mistreat them, chain them in their yards without food, water our human contact to make them as mean as possible. Then we have morons like Vick and his buds who fight them for “sport.” Even then, all but one of the 50 some pits rescued from Vick found homes once they began receiving humane treatment.
It’ a problem of NURTURE, not nature.
We have Pits and American Bulldogs in this family here and, because they’re loved and well treated, they’re as sweet as Labs.

I agree with you but the reason no one speaks out about the issue is because the Sharpton/Jackson circus will come to a town near you and demand justice for any blacks that are questioned about their lifestyles. Basically peaceful people just don’t want to put up with the Sharpton/Jackson Thug circus.

The thing is, Pits are not that dangerous. There are dogs out there that can eat them for breakfast... but it’s a matter of training and upbringing vs. breed.

My suggestion to Maryland serfs... er... residents that want a powerful dog for home security is to get a Caucasian Orvchaka.

Do that and watch the Maryland would be kings heads spin.

My first encounter with a Pitt Bull was with a neighbor kid walking his dog. Thought the dog was going to lick me to death. I said those dangerous words, “Can I pet him.”
