Ill thought out (however well intended) welfare schemes rewarded black families for being disunited and the average black family went (pardon the pun) south.

It wasn't well-intentioned if the architects of the welfare state knew damn good and well what was going to happen.

As an Ass't Sec'y of Labor, Daniel Patrick Moynihan studied LBJ's proposed legislation and labelled it a "death warrant for the black family".

Nonetheless, LBJ decided that buying the black vote for the Democrat party was more important than any cultural problems it might create.

Well as an investment, LBJ sure got his money’s worth in votes. Black America virtually to a person turned its back on the GOP. There’s got to be something demeaning about that.
