US to build 1000 MW Nuclear Plant in India

US firm Westinghouse Electric and the NPCIL on Tuesday signed a preliminary pact for an Early Works Agreement (EWA) for installation of the first 1,000 MW American nuclear reactor in India under the historic 2008 Indo-US civil nuclear deal. The announcement of the signing of the MoU, which represents a significant milestone towards the realisation of the Indo-US nuclear deal, coincided with the third Indo-US Strategic Dialogue headed by US Secretary of State Hillary Clinton and External Affairs Minister S M Krishna. The MoU with the Nuclear Power Company of India Limited (NPCIL) related to negotiating an EWA supporting future construction of 1,000 MW nuclear power reactors at the Mithivirdi site in Bhavnagar district in Gujarat. The EWA will include preliminary licensing and site development work.

THIS INFURIATES ME! I’m not mad that we’re helping the Indians, who I count as our greatest ally in the region, but I’m stark raving mad that we’ve not built one in the US for 30 years but we’re helping the Indians build one.

1000 MW sounds so much more impressive than 1 GW. Also, it more easily invites comparison to other power plants, which are generally rated in the 100’s of MW.

How safe are they compared to the previous generations of nuke power plant generation technology?

Vogtle 3 and 4 are in Georgia
VC Summer 3 and 4 in South Carolina

All 4 are the AP1000 design, which are the next generation of plants. Each uses “passive cooling” which means that the plants will operate for three days with zero human intervention and for several months with very minimal intervention...such plants would have survived Fukushima

I believe we are starting to build them again, however they aren't a free market solution. Large plants require financial backing and insurance guarantees by the federal government.

The future of nuclear power should be smaller plants supported by the free market used in niche applications.

You have good reason to be mad. There should be 24 plants under construction, not just 4 plants.

A total of 45 domestic plants will reach the 60 year mark before 2030. There is a huge domestic demand for nuclear power to replace these older plants and add capacity.

The problem for utilities is coming up with the big outlay of cash to build a nuke plant. Utilities don’t have several billion dollars lying around. And right now credit is really really tight because banks are unwilling to take any risks.

The solution is to have the US Government co-sign the loans that utilities need to buy the plants. Understand that the US Government wouldn’t make the loan...they just keep the money in a vault to make the lender feel better about making a big loan.

Well...

At one point, when the “stimulus” package was being developed, it had enough money set aside for about 20-24 plants (money that would have never left government hands). This would have meant thousands of high paying construction/engineering/manufacturing jobs, including opening a domestic plant for forging of large metal vessels.

However, the democrats removed this part of the stimulus package. All that remained was what had already been allocated. The Bush administration had allocated enough money to back the loans for four plants.

Now there are only 4 plants under construction, not 24. Which is why you are right to be mad

I watched a recent PBS show narrated by an environmentalist professor who indicated that energy from nuclear power worldwide must double in order for their goals of reducing global warming from fossil fuels to be met. The haters of nuclear energy have become lovers -- thanks to global warming. Will wonders never cease.

And yet we now have Japan and Germany shutting down theirs. Where will they make up for this???

Assets:

JPMorgan $2.3 trillion
Bank of America $2.1 trillion
Goldman Sachs $950 billion
Morgan Stanley $781 billion

Well, there’s over $6 trillion of assets, always looking for very large investments, smartest guys around, etc.

The also buy and sell Credit Default Swaps and other hedges.

There’s also private equity that has a lot of capital to invest, and they’re experts at managing risk. Of course, nowadays they’re looking bad because they’re the ones who are the market makers for worthless junk sovereign debt, and governments of the world are not going to let them out of that business. Well, until the defaults happen, then the governments will actually blame the mess on the banks and probably nationalize them, but I digress.

There’s plenty of investable capital in the private sector. There’s very little in the Federal government. The government has liabilities, no liquid assets, just a lot of land. The Federal government lives literally paycheck to paycheck.

The guarantees they provide are underwritten by the taxpayer.

The total amount of insurance in force in the U.S. is well into the trillions. Insurance companies share risk when cases are too big for one company.

And the insurance guys would be sending inspectors to make sure the place was safe as possible, just like they do with all the policies they underwrite.

If government had, from the start, simply not offered guarantees, insurance companies would have supplied policies. Of course, if an industry lobbyist can call Congressmen and tell them it’s necessary, the government will pretty much do whatever they’re told by the lobbyist.

I doubt it. Most likely the plants wouldn't have been built.

With our natural resources we should be building all coal and natural gas plants.
