Okay, I'm really confused (not as confused as Keelin Godsey, but ...), she "identifies" as a man; but, she is going to compete as a woman. If she truly is a "man", shouldn't she/he/it be competing with other men.

Of course, since "she" has the muscles of a woman, trying to compete with men is not a successful venture, so, she competes with women. Sigh! Make up your mind. You want everyone to recognize you as "transgendered", then be "transgendered". Don't go back and forth for when it is or is not convenient.

it’s the hormones that should disqualify her/him. To become a “man” you have to inject huge amounts of male hormones in the person.

The Russians used to place these women full of male hormones into their teams: that’s why they now rely on DNA tests and drug screens.
