I agree with your second statement: The cigarette smoker is responsible for the fact he got cancer like the "innocent victim" is responsible for the despot he voted for.......it all seems like a good idea at the time.

Right. Because I'm sure that "elections" in such places accurately reflect the will of a well-informed, constitutionally-protected populace at least as much as they do in the US.

Just as I'm sure that there appear to be no limits to the willful ignorance of people who have every reason to know better.
