Guess they could sell some of what is now “surplus” police vehicles and use the money for gun buy back program. Solves both problems/sarc

States cannot declare bankruptcy as a matter of Federal Bankruptcy law.
That could change of course.

A co-worker of mine has a house in Stockton. Recently he counted something like 41 gunshots in one evening heard from his property, which he claims is in a nice area. He’s originally from Afghanistan. He said it reminded him of when the Soviets invaded.

Stockton Demographics: “The 2010 United States Census[12] reported that Stockton had a population of 291,707. The population density was 4,505.0 people per square mile (1,739.4/km²). The racial makeup of Stockton was 108,044 (37.0%) White, 35,548 (12.2%) African American, 3,086 (1.1%) Native American, 62,716 (21.5%) Asian, 1,822 (0.6%) Pacific Islander, 60,332 (20.7%) from other races, and 20,159 (6.9%) from two or more races. Hispanic or Latino of any race were 117,590 persons (40.3%).

That could change of course.

Bankruptcy is just an orderly way to distribute assets and eliminate debt of an entity. Just because there is no plan for states and countries, doesn't mean something won't happen.

States will go through "bankruptcy", there is just no orderly plan. There is a history of some states refusing to pay debt, don't remember the details now.

There are no rules for a country to go through "bankruptcy" either, but it has happened in our lifetime, think USSR and do some research to see what happened.

I have a dream:

If a city, state or country goes bankrupt it will be auctioned off to the highest bidder. All laws, taxes, culture, etc, take on the identity of the purchaser. The purchaser shall be an entity of same kind. (So a city can’t buy a country and vice versa)

Greece could be bought by another country, and Stockton could be bought by another city.

I’ll bet the people in those effected cities / countries would wake up in a frickin hurry.

Hell, I think the US should have annexed Kuwait and Iraq too, we won them. Call them states and slap a couple of stars on the flag.... done. Tired of my country being a wuss.

Stockton is also the "official" birthplace / hometown of Marvel Comics' "The Fantastic Four."

Here's a newsclip of when the city council voted to endorse the idea Fantastic Four in Stockton on KCRA-TV 1985 and Marvel made it official soon after for the comics' 25th anniversary.

The citizens could probably get the state police in their streets in a hurry if they did just one thing, put posters up announcing for formation of a “vigilance committee”.

It would quickly be on the national news, of course to condemn it, but in this case, the Hollywood saying would be apropos. “Any publicity is good publicity”.

Nothing terrifies the pootwaddle out of government worse than the people doing government’s job for it, because it puts at risk their “phony baloney jobs”.

Not bad for just 200 xeroxed pages put up at night.

As an added benefit, even if the authorities still don’t respond, it will probably stimulate a lot of people to form a real vigilance committee.

You are, of course, correct. But tell me, when the State has no more money, the Constitution not withstanding, isn’t it functionally bankrupt? I don’t know about you, but if I were a vendor to any government entity who could not pay me for my goods or services, I would not service their needs. I just hope against all hope, that California does run out of money to such an extent that they have no alternative but to cut out massive amounts of spending. Want to get rid of the cops, fine with me. They aren’t much good at “protecting” anything but their own wallets. Same goes for school teachers, and don’t get me started about places like the DMV and the Post Office.

Stockton is also the town nearest the Barkley Ranch.

Victoria Barkley, the widow of Thomas Barkley was the matriarch of the wealthy, influential Barkley family who lived near Stockton in California’s Central Valley.

Her sons Jarrod, Nick, and their illegitimate half-brother Heath occasionally went into Stckton to have a drink and sometimes get in trouble.

And who can forget Audra, who attempted unsuccessfully to seduce Heath trying prove him a fraud?

Saw a documentary on TV about this Stockton ranching family a long time ago.

With a heavily unionized police force, my guess is that there is still a lot of fat beyond the 30% already cut.
