The House has no enforcement mechanism when it comes to criminal charges. They can only make a referral to those who do, but can’t make anything happen.

Something interesting, the House also voted for civil contempt not only criminal contempt.
They said it was because they know the criminal will go nowhere...the federal prosecutor for DC works for Holder.
I’m assuming they think this will help any effort to pursue Holder civilly, but I hadn’t heard of civil contempt of the House before...
I’ve heard that it’s in regards to Obama declaring executive privilege, which will require a judge see EVERY contested document involved.
Or I may be getting this mixed up with something else. But I do wonder about the civil charges of “wrongful death” against Holder and Obama, since if they can be shown to have broken the law, they should lose their immunity of office.
